Comprehensive planning for repair, reconstruction and re-occupancy of homes and businesses following earthquakes and other calamities is key to stabilizing and fostering communities under stress.  This paper reviews building department data from the 1989 Loma Prieta and the 1994 Northridge earthquakes including damage assessments, timing and efficacy of rebuilding efforts following those events.  The analysis and conclusions presented provide insights for communities and authorities planning for future events.
